A 2021 BIS survey of central banks found that 86% are actively researching the potential for CBDCs, 60% were experimenting with the technology and 14% were deploying pilot projects. What’s next in Sustainability for Banks and Financial Services

ESG issues have moved from being a niche activity in many organisations to becoming more mainstream. It’s a buzzword used by many but have we truly moved the needle? UN17 sustainable development goals have provided a framework but are boardrooms more reactive or proactive in the way they are approaching ESG? Regulation, risk management and investor scrutiny seem to be driving a change but is it enough? How does the capital market industry drive change? Some recent trends are that of decarbonisation and putting a market price on carbon emissions and green derivatives.
It is increasingly apparent that the world requires a carbon market of the highest international standards. To catalyse the development of new carbon credit projects, there is a need for more high-quality carbon credits and the active cross border trading of such credits to drive global price transparency. TSVCM estimates that market for carbon credits could be worth at least $50 billion by 2030. Singapore has announced plans to position itself as a hub for carbon services with the launch of Climate Impact X.

Formed in 1972, we are the standard bearer for financial markets’ professionals in Singapore. Our history has been inextricably linked to Singapore’s emergence as a leading financial centre in the world.
Financial Markets Association of Singapore (formerly known as ACI Singapore) is affiliated to ACI – The Financial Markets Association (ACI FMA), a Paris-based global umbrella body of financial markets associations, ACI FMA, founded as Association Cambiste Internationale and has more than 11,000 international members worldwide in more than 60 countries, making it the largest international association in the wholesale financial markets and was founded in France in 1955 following an agreement between foreign exchange dealers in Paris and London. Singapore has always been an active participant in the ACI Global arena with elected representatives in the ACI FMA Standing Committees. Our Singapore Committee members have been elected to various global committees over the years and presently to the ACI FMA Board of Education.
The Association was officially renamed to Financial Markets Association of Singapore on 31st March 2021 to reflect a stronger focus on the domestic agenda and is still affiliated with ACI FMA. Our Executive Committee had recommended that the association should adopt a progressive mentality and refocus our efforts to promote the association’s key objective of fostering collaboration within the financial market ecosystem. This includes promoting and supporting all participants who supports the front office of financial market in Singapore, such as the treasury middle and back office, the risk and compliance professions and recognised market operators in the ecosystem. In addition, it was recommended to expand our membership criteria and allow these participants supporting the front office to join our membership. By allowing more support function role employees to join FMAS, they will in turn benefit from the association’s activities that includes improving standards, increase collaboration, education, networking and promote charity giving. All these add value to our industry as a whole.
Since the end of 2009, FMAS, in partnership with the Singapore Management University, had developed a Financial Markets training roadmap for Financial Markets professionals in the front, middle and back offices as a benchmark in training in that area. In the last couple of years, FMAS has taken training and development inhouse and is now recognised as a leading Financial Markets training provider in Singapore. This underpins the FMAS’s commitment to the continuing education and professional development for our members and for the industry in Singapore.
As the Industry representative for Financial Markets professionals, FMAS is proud that for the past 27 years to have been able to raise over $12.6 million for the less fortunate in our society through our annual Charity Golf and Dinner event. This charity drive is now well recognised as a fixture in the annual calendar, and is widely and actively supported by our members, the dealing fraternity and financial institutions.
In 2021, FMAS would be organising the Asia Financial Markets Forum 2021, an event especially relevant to the treasury and markets function in banks, financial institutions and corporates who face major challenges in how to stay ahead of the ever-changing environment. COVID-19 has further accelerated the transition towards a more digital ecosystem and workforce and this makes it more important to have a Forum to share the information and progress in markets with all. FMAS hopes that by establishing this as an annual forum, it would help to bring in the fraternity of top thought leaders and establishes lasting networking within our financial markets eco system.

Mr Andrew Ng is Group Executive of DBS & Head of Treasury and Markets. He joined DBS in 2000 and was named Managing Director and Regional Head of Trading in 2005.
Since 2006, Andrew has been instrumental in leading DBS Treasury and Market’s expansion in the region. In addition, he helped build a pan-Asia trading platform on different asset classes and established a region-wide local currencies derivative capability for the bank. He has also expanded DBS’ capabilities in generic and exotic derivatives.

Bill Winters was appointed to the Board of Standard Chartered PLC as Group Chief Executive on 10 June 2015, having joined the Group in May 2015. He is based in London.
Bill has had a distinguished career in banking, having spent 26 years with JP Morgan in diverse leadership roles, becoming co-Chief Executive Officer of the investment bank in 2004 until he stepped down in 2009. Bill was the only career banker to be invited to be a committee member of the Independent Commission on Banking, established by the UK government in 2010 to recommend ways to improve competition and financial stability in banking. Subsequently, he served as advisor to the Parliamentary Commission on Banking Standards and was asked by the Court of the Bank of England to complete an independent review of the bank’s liquidity operations. Bill founded the hedge fund Renshaw Bay in 2011 where he was Chairman and CEO until he stepped down from the company on appointment to the Standard Chartered PLC Board.
Bill presently chairs the Taskforce on Scaling Voluntary Carbon Markets and co-chairs the B20 Action Council on Sustainability & Global Emergencies.
Bill is an independent non-executive director of Novartis International AG.
He holds a Bachelor’s degree in International Relations from Colgate University and an MBA from the Wharton School at the University of Pennsylvania. He was awarded the CBE in 2013.

As Chief Sustainability Officer and Head of Group Sustainability at Saab AB, Eva leads and further develops the company’s sustainability strategy, and the involvement and communication with regulators, institutions and sector organisations. Prior to Saab, Eva has worked in a number of sustainability roles including Head of Sustainability at both Swedbank Robur and KPA Pension. She began her career as an Environmental Specialist at Skanska.

Fluent in English and Mandarin, Koon How actively participates in various investment seminars across the Asia Pacific region and is a regular commentator in key local and international print and broadcast media.

Ms Herry Cho joined Singapore Exchange (SGX) as Managing Director, Head of Sustainability and Sustainable Finance on 8 February 2021. She drives SGX’s sustainability and sustainable finance strategic direction and implementation, with the aim of transforming SGX and its ecosystem into a world-class, trusted multi-asset sustainable exchange. Ms. Cho sits on the Finance Sector Expert Group for Race to Zero and Race to Alliance, an appointment by the UNFCCC and the High-Level Climate Champions for Climate Action.
Ms Cho pioneered in the development of Asia Pacific’s sustainable finance markets, in her former role as the Head of Sustainable Finance APAC at ING Bank N.V. from 2017. There she led the origination and execution of sustainable finance transactions including green/social/sustainability bonds and loans, and delivered sustainability advisory. Furthermore, she shaped the international market standards having served on the Executive Committee Board of the International Capital Market Association (ICMA)’s Green/Social/Sustainability Bond Principles, was the sustainability lead on ICMA’s APAC regional committee and on the Loan Market Association’s Green Finance Committee.

Kamran Khan is Deutsche Bank’s Head of ESG for Asia Pacific. In this newly established clientfacing role, he is responsible for defining and executing the bank’s ESG strategy across all business divisions in Asia. He is a member of the Global Sustainability Council of Deutsche Bank.
Prior to joining Deutsche Bank, Mr. Khan established Infra-Tech Capital, an impact fund investing in companies utilizing technology to provide infrastructure services and achieve UN Sustainable Development Goals. He was also appointed by the Obama White House to serve as the head of global investments and operations at the US Millennium Challenge Corporation, where he managed a USD 10bn portfolio and led a USD 1.5-2bn annual investment program globally.
Previously, Mr. Khan held senior executive roles at the World Bank and helped establish the World Bank Group regional hub in Singapore, comprising the World Bank, International Finance Corporation (IFC) and Multilateral Insurance & Guarantee Agency (MIGA). Prior to his time at the World Bank, Mr. Khan worked on M&A transactions and advisory mandates at JP Morgan and LEK. He also served as a US Foreign Service Officer with the US Agency for International Development (USAID), where he led operations for the project finance and guarantees facility.
Mr. Khan served as an Advisor on Infrastructure Finance to APEC, ASEAN, and the G-20. He is a member of the Senior Advisory Board at Fudan University Fintech Centre in Shanghai with a mandate to advise on Belt and Road Initiative projects. He has also served on the Board of Advisors at a variety of market-leading companies using technology to achieve ESG goals. He is a frequent speaker at events such as World Economic Forum, ASEAN Summit, APEC Summit, and in major international media.

Liew Tzu Mi was appointed Chief Investment Officer for Fixed Income in July 2016. She oversees the Fixed Income portfolio which includes investments in macro, credit, securitised products, convertibles, and cross-asset systematic investing. She joined GIC in 1998 and built her career in the Fixed Income department. She was responsible for the Emerging Markets and Foreign Exchange business from 2008 to 2010, headed up the Macro Research and Strategy team at its inception in 2011 and the Global Macro business from 2011 to 2016.
She is a member of GIC’s Group Executive Committee, and chairs the Currency Risk Management Committee and the Sustainability Committee.
Ms Liew is also a member of the Ministry of Defence SAVER-Premium Board of Trustees and the Central Provident Fund Board.

Phil McCabe is the Global head of Bloomberg’s sell-side order management system TOMS. He joined Bloomberg in 2014 as Global head of Collateral Management.
Prior to that, he worked as Managing Director of Structuring and then Managing Director of Collateral Trading at Lloyds Banking Group. He started out as a Quantitative Analyst with the Dutch bank ABN AMRO, before subsequently moving to RBS where he headed Rates Product Structuring.
McCabe has also worked as a Mathematics lecturer at City University and the University of Nottingham, where his post-doctoral research focused upon non-Lipschitz reaction diffusion PDE.

Mr Samuel Koh joined OCBC Bank in April 2013 as a Head of Interest Rate Trading and is currently the Head of Global Treasury Trading. With more than thirty years of experience in the financial market, he has been a thought leader at various stages of the development in the emerging markets in Asia. He started his career with Citibank Singapore in 1990 and has worked in various capacities in Citibank, Pacific Asset Management and OCBC Bank in Singapore, as well as HSBC and Bank of China in Hong Kong.
During the span of his career, he was involved in the development and trading of Asian regional currencies Interest Rate and FX Derivatives. In 1998, he transacted the first interbank Singapore Dollar interest rate option contract. On top of that, he spends time training and mentoring the newer generations of financial market professionals across many countries.
Mr Koh is currently the Deputy President of The Financial Markets Association (ACI) Singapore. Within the organisation, he promotes the welfare and education of financial market practitioners in Singapore. He was the Chairman of the ACI Charity Golf which raises funds for charity organisations in Singapore in 2007, 2008 and 2017. He was awarded the 2019 Institute of Banking and Finance, IBF Fellowship Award, recognising his contribution to the financial industry in Singapore.

Wei Min is the Managing Director, Global Head of Sales & Structuring, Global Treasury, OCBC Bank. She has more than 30 years of financial market experience and started her career in Citibank NA Singapore in market risk management.
She transitioned into derivatives marketing and was later appointed to head the sales & structuring team providing financial solutions to corporate clients.
In 2004, Wei Min joined OCBC Bank in her current role, providing hedging, investments, cross border and structured solutions to corporates, financial institutions and wealth management channels.
Her accomplishments include introducing ground-breaking products for corporates during the 1990s, including SGD FX options and long tenor SGD Interest Rate and Currency Swaps.
In the capital markets, she was a key member of the team who brought the first foreign entity (International Finance Corp of World Bank) to issue a SGD denominated bond.
Wei Min has led her team to win numerous awards including more recently, Asia Risk’s Singapore House of the Year (2016 to 2020) and Singapore Bond House of the year (2019, 2020) in the IFR Asia Risk Awards.
She is currently serving her second term in the IBF Capital and Financial Market Industry Workgroup, focusing on issues such as the future skills accelerator and skills development.

In 2020, Natalie joined Standard Chartered as the Global Head of Data and Digital Strategy for Financial Markets.
In conjunction with her professional work, Natalie is involved in several women’s advocacy initiatives across the region. She was a founding member of the AmCham Women Taskforce, and she served as the co-chair for the Taskforce since 2019. She sits on the steering committee for the Women’s Financial Inclusion Data Partnership, and she works closely with other organizations who focus on gender data and its impact on financial inclusion. Natalie serves as an Ambassador for Moxie Future, a sustainable investing platform for women.
